SRB publishes the list of consultations and simplifies its requests to the industry from 2027

The Single Resolution Board (SRB) publishes today its list of consultations and requests to the industry for 2027, part of its commitment to transparency and predictability.

The list contains expected consultations, data requests, and deliverables stemming from EU legal acts, SRB Expectations for Banks (EfB), and the SRB’s ongoing shift towards bank-led testing and resolvability assessment.

The list for 2027 reflects the industry's overall resolvability progress and the SRB's commitment to simplifying practices and limiting the burden on the banking sector.

From 2027, the SRB will be introducing a new element of simplification of its current framework by transitioning from annual requests to a three-year submission cycle for bank-specific deliverables. This change, applicable where no material resolvability concerns exist, reflects a deliberate shift towards reducing administrative burden while upholding robust oversight. Additionally, the SRB has reviewed some of the existing horizontal requests and, with immediate effect, discontinued the quarterly Sign-off form on MREL eligibility of reported liabilities. 

The list covers several types of deliverables and requests to the industry, including: 

  • Public consultations and industry engagements; 
  • Data requests and deliverables;
  • Deliverables subject to the three-year cycle update;
  • Administrative and Single Resolution Fund (SRF) contributions related requests. 

The table on specific requests lists all elements that could be potentially requested from banks in 2027. Banks have already been informed via their priority letters should any of these requirements apply to them individually. Each bank has received a list of requirements that is adjusted to their individual situation.

Upcoming consultations to the industry

The SRB is moving from annual requests to a three-year submission cycle for a broad set of materials requested of banks (as detailed in Table 2.2), effective from 2027. This change - applicable where no material resolvability concerns exist - aims to reduce administrative burden while maintaining resolvability. Requests of individual banks will be informed by resolvability assessments, testing outcomes, on-site inspections and the SRB’s evolving priorities. The update underscores the SRB’s commitment to streamlining processes without compromising resolvability standards. Over the medium term, under the assumption of legal stability, banks with consistently satisfactory resolvability performance can expect this adjustment to reduce requests related to those bank-specific deliverables each year by up to one-third compared to the current situation. Moreover, where deliverables remain up to date and to purpose, banks can confirm that when due rather than requiring
resubmission.
