The SRB opens today a public consultation on operational guidance for banks' communication in resolution, as well as a communication testing supplement to its Operational Guidance for Resolvability Testing for Banks.
Timely and accurate communication is essential when resolution actions are taken towards banks that are failing or likely to fail. Alongside communications from the public authorities, banks are expected to deploy communication strategies for robust and consistent communication to relevant stakeholders, to support the resolution strategy.
The SRB’s Operational Guidance on Banks’ Communication builds on, and further clarifies, the expectations on communication, as laid out in the SRB’s Expectations for Banks. The Communication area supplement to the SRB’s Operational Guidance on Resolvability Testing for Banks contains the guidance for specific testing.
The consultation is part of the SRB’s engagement with industry to improve crisis readiness.
Deadline
The deadline for submissions is 12 December 2025. In the meantime, the SRB will meet stakeholders to address potential questions before the consultation period closes.
Following the review of the contributions to this consultation, the SRB will reflect on the different elements of the two guidance documents. The final publication of the guidance will be accompanied by a summary of the contributions from industry, explaining how they were taken into account.
Once this guidance is finalised, the content of the communication dimension, as reflected in the SRB’s Operational Guidance for Banks on Resolvability Self-Assessment, may be subject to change.
