New members join SRB Appeal Panel, as previous mandates end

The SRB Appeal Panel today announces changes in its composition. The mandates of Christopher Pleister, Chair of the Appeal Panel of the Single Resolution Board (SRB), Helen Louri-Dendrinou, Vice-Chair, Kaarlo Jännäri and Marco Lamandini, as well as David Ramos Munoz, will end on 31 December 2025. 

The Appeal Panel is an independent review body, which hears appeals against certain decisions taken by the SRB[1]. It is made up of five members and two alternates, which serve for a period of five years, with the possibility of one renewal.

SRB Chair Dominique Laboureix thanked the entire Appeal Panel for its work and commitment. At the same time, he welcomed the incoming Members. He said: “The work of the Appeal Panel is essential to ensuring a robust and credible appeal framework, which strengthens confidence in our decisions and in resolution as a whole.”

Christopher Pleister, outgoing Chair of the SRB Appeal Panel, said that he appreciated the cooperation and academic excellence of the entire Panel when deliberating on cases. “It has been an honour for us to contribute to achieving the best possible balance between single resolution measures and individual banks business models, and to the establishment of firm legal grounds of the practice of the Single Resolution Board. The panel’s work was always determined by handling the appeals promptly and impartially.”

On 16 October 2025, the SRB announced the appointment of Emilia Dimitrova, Gerard Gardella, Małgorzata Iwanicz-Drozdowska, Myrte Meijer Timmerman Thijssen, and Michele Siri as new Members of the Appeal Panel for a five-year term starting on 1 January 2026. In their inaugural meeting, the Members will appoint the Chair of the Appeal Panel and the Vice-Chair. More information will be published on SRB’s website.

Herbert Pichler stands ready as Alternate in case there is the need to replace a Member. A public call for expression of interest concerning the additional Alternate Member will also be launched in due course.
