The SRB publishes today its operational guidance for banks on separability and transferability, following a public consultation. It is part of the SRM’s shift from planning to operationalisation, resolution testing and crisis readiness.
Following the comments received, the text of the guidance was simplified in several sections, as the feedback statement explains, taking due care of the proportionality principle.
This update does not introduce new deliverables; instead, it seeks to enhance the effectiveness of existing ones, primarily by offering operational support to banks to ensure an efficient use of resources. The revised material aligns with the guidance on resolvability self-assessment, to include an operational framework for transfer playbooks and an annex on testing.
The updated guidance provides a framework for banks to enhance their readiness. It addresses the key challenges identified in already submitted deliverables and sets out a streamlined approach with clarified expectations for separability analysis.
In addition, the guidance provides a comprehensive manual for banks to develop transfer playbooks, with a view to reducing execution risks.
