The SRB aims to consult the banking industry and relevant stakeholders on its Operational guidance for banks on separability and transferability.
Following the release of the SRM strategy, SRM Vision 2028, which emphasises a transition from resolution planning to a focus on operationalisation, resolution testing, and crisis readiness, the SRB has updated its operational guidance on separability.
This update aims to align it with the guidance on resolvability self-assessment, to include an operational framework for transfer playbooks and an annex on testing. The updated guidance intends to provide institutions with clearer expectations regarding key deliverables, namely the separability analysis report and the transfer playbook.
Previously, the guidance mainly addressed the concept of separability, focusing largely on the separability analysis report. The updated guidance now expands to incorporates transferability as well, offering enhanced support for developing transfer playbooks to ensure that they are highly operational. This update does not introduce new deliverables, but instead it seeks to enhance the effectiveness of existing ones, primarily offering operational support to banks to ensure an efficient use of resources. With the priority of developing transfer playbooks by 2025 to support resolution strategies, this update notably enhances guidance in this area. The SRB invites feedback from the banking sector and the public on these updates and their impact on banks' current deliverables.
Following the review of the contributions to this public consultation, the SRB will reflect on its guidance. The SRB will publish the final updated version, together with a summary of the contributions from the industry and other stakeholders explaining how they were taken into account. Individual comments will not be disclosed.

August 2025 update
The purpose of this guidance is to provide operational guidance for banks to demonstrate their capabilities to support the successful implementation of transfer tools during resolution. The document facilitates the convergence of practices towards the highest standards practices), aims to ensure compliance with the applicable regulation and guidelines, and aims to support the testing objectives.
