The SRB updated its Operational guidance on separability and transferability for transfer tools, originally published in 2021. The updated separability package, as defined below, is aligned with the SRM Vision 2028, the latest European Banking Authority (EBA) guidelines, the revised framework for resolvability self-assessment and the resolution testing and crisis readiness, which are described in the new SRB Operational Guidance on resolvability self-assessment and the SRB Operational Guidance on Resolvability Testing for Banks. It supersedes the previous version and represents the current standard applied by the SRB.
The updated separability package enhances the operational dimension of the SRB guidance and consists of the following:
the Operational Guidance on Separability and Transferability for Transfer Tools;
the Operational Guidance on Transfer Playbooks; and
the Annex on Testing Separability and Transfer Strategies.
The update strengthens the effectiveness, clarity and proportionality of the existing deliverables, namely the Separability Analysis Report (SAR) and the Transfer Playbook (TPB) to support the banks to demonstrate their respective resolvability capabilities.
The SAR is an analytical document through which institutions assess and document the separability and transferability of assets, liabilities and business lines in accordance with the relevant resolution strategy, including the identification of the transfer perimeters, the key impediments and relevant mitigating actions. The TPB is an operational document intended to facilitate the feasible and credible execution of transfer tools. To support both institutions and resolution authorities in preparing for future testing exercises, the updated separability package includes an annex on testing.
The updated separability package takes into account the feedback received during the public consultation conducted between 13 August and 22 October 2025. A feedback statement summarising the main comments received and explaining how they have been addressed is published alongside the guidance.
