Luis Silva Morais is Professor of EU Law, Financial Regulation and Competition Law at University of Lisbon Law School (FDUL) (Full Professor – Tenure). He has held a Jean Monnet Chair on EU Economic Regulation. Doctor in Law (PhD) (2005); Vice President of ECSA PORTUGAL. In addition, he is the Founder and Chair of CIRSF – Research Centre on Regulation and Supervision of the Financial Sector (www.cirsf.eu) – a project based on scientific cooperation with the Bank of Portugal (BdP), the Portuguese Securities Commission (CMVM) and the Portuguese Sovereign Debt Agency (IGCP). He has been a NGA – Non Government Advisor at the ICN (International Competition Network).
In terms of other institutional affiliations, he is also Vice Chair of the Appeal Panel (AP) of the Single Resolution Board (SRB), President of the Supervisory Council of the Portuguese Supervisory Authority of Insurance and Pension Funds (ASF) (as from October 2018). Member of the Reserve List of the EBA Banking Stakeholder Group (BSG) in the category of “Independent top-ranking academics.”
As regards other professional engagements, he is the founding Partner of Luís Silva Morais/Sérgio Gonçalves do Cabo – Law Firm, rl. (www.lsmadvogados.com) (Attorney-at-law as from 1990; Legal Consultant and Arbitrator) – A boutique Law Firm with head-office in Lisbon/Portugal Mr Luis Silva Morais has represented as Attorney-at-law the Portuguese State and Portuguese Companies and Regulators in various cases at the European Court of Justice (ECJ – Luxembourg) and at the General Court (Luxembourg), from 2006 until now.
In the past he has been Vice President of the Special Privatization Unit of the Portuguese Ministry of Finance (2001-2011). Member of the Executive Board of the Portuguese Supervisory Authority of Insurance and Pension Funds (1998-2001) and Head of Cabinet of the Secretary of State of Treasury and Finance (1995-1998) in the XIII Portuguese Constitutional Government under the Premiership of Eng. António Guterres.
As an academic and researcher Luis Silva Morais participates in various Working Groups and Scientific Committees organized by financial supervisory authorities. He has also participated in various Commissions preparing Draft Legislation in Portugal in the financial area and he is a regular Speaker in International Conferences and Seminars (in the EU and worldwide) in topics of Financial Regulation and Supervision and competition law, having also published extensively in these fields.
