The Operational Guidance on Resolvability Testing for Banks provides expectations for banks on the goals of resolvability testing and promotes a harmonised approach to the implementation of the multi-annual testing programme (MATP). It does this by defining testing areas and sub-areas and by setting expectations for the design, preparation and reporting of tests.
The MATP will define the testing exercises banks will conduct over a three-year period, with an annual review to incorporate developments from the previous year. This bank-by-bank programme is designed to create a natural feedback loop between resolvability assessment and testing. The outcomes of the resolvability assessment will inform testing priorities, while the results from testing will speak to operational effectiveness and be used in future resolvability assessments.




Feedback from the public consultation
The SRB conducted a public consultation on the Operational Guidance on Resolvability Testing for Banks between 17 March and 7 May 2025 as part of its strategic focus on operational readiness under the SRM Vision 2028. In response to the key feedback received during this consultation process, the SRB has published a feedback statement alongside the final guidance. With this, the SRB aims to ensure a high level of transparency in the development of policies and guidance, ensuring stakeholders are informed and engaged throughout the process.
