Resolvability assessment reports

2025

In 2025, the assessment of banks’ resolvability across the Banking Union shows progress across all resolvability dimensions, but further work remains in certain areas. The SRB is transitioning towards a testing-focused approach to assess banks’ operational readiness and crisis preparedness.

Looking ahead, the SRB will focus on the capacity to operationalise resolvability capabilities. Priorities for 2026 include the continued implementation of the multi-annual testing programmes and the effective implementation of targeted operational guidance.

In this fourth edition of the Resolvability Assessment Report, the Single Resolution Board (SRB) takes stock of the progress made by banks in building up their resolvability capabilities until December 2025, in line with the SRB Expectations for Banks (EfB) and ensuing guidance. Following the end of the EfB implementation phase and the transition towards a steady state, the focus in 2025 shifted to the full operationalisation and testing of resolvability capabilities.

 

2023

December 2023 marked an important milestone for resolvability in the Banking Union, as banks under the SRB's remit showed steady progress in meeting the SRB's Expectations for Banks and MREL policy.

2022

In this second edition of the Resolvability Assessment report, the Single Resolution Board (SRB) takes stock of the work undertaken by banks under its remit to build up the resolvability capabilities prioritised until the end of December 2022, in accordance with the timeline set by the Expectations for Banks and the 2022 MREL policy.

2021

The Single Resolution Board’s resolvability assessment and ‘heat-map’ for 2021 show that banks have made significant progress in the SRB’s priority areas.

This is the first time the Single Resolution Board (SRB) publishes its assessment of bank resolvability. The assessment is based on the work undertaken regarding the resolvability capabilities prioritised in 2020-2021 and on the information available to the SRB during the drafting phase of 2021 resolution plans until end-September
2021.
