SRB finalises Operational Guidance on Business Reorganisation Plan Analysis Reports to enhance crisis preparedness

The SRB has published its Operational Guidance on Business Reorganisation Plan Analysis Reports (BRP AR) and a complementary Quantitative Template, following extensive stakeholder engagement and a public consultation. These documents align with Principle 7.3 of the SRB’s Expectations for Banks, reinforcing resolvability self-assessment while ensuring greater consistency and comparability in business reorganisation planning. 

Fully aligned with the Operational Guidance for Banks on Resolvability Self-Assessment and the Operational Guidance on Resolvability Testing for Banks, these documents compile previously fragmented instructions into a cohesive framework with clear and actionable expectations. By addressing challenges identified, they provide a structured and practical approach to business reorganisation. This framework also supports the SRM Vision 2028, which emphasises transition from resolution planning to operationalisation, testing and crisis readiness, thereby enhancing banks’ overall resolution preparedness and ensuring a more robust approach to business reorganisation.

The BRP AR Package consists of the following:

  1. Operational Guidance on BRP AR
  2. Complementary BRP AR Quantitative Template

The BRP AR package addresses industry demand for a publicly available, standardised reference to guide business reorganisation planning. It clarifies existing expectations without introducing new requirements, while ensuring consistency with established standards.  By offering a structured and transparent approach, the package supports banks’ self-assessment in demonstrating their resolvability capabilities. The complementary Quantitative Template reduces heterogeneity and enhances comparability, completeness and consistency while also facilitating testing exercises.

The updated BRP AR package considers feedback received during the public consultation, which took place from 3 February to 30 March 2026. A feedback statement summarising the key comments and explaining how they were addressed is published alongside the guidance.
