New SRB Chair & new Board Member: Dominique Laboureix and Tuija Taos are officially appointed by Council

The SRB’s next Chair was officially appointed by the Council of the EU in Brussels on Friday, 25 November. He is Dominique Laboureix, current head of France’s national supervisory and resolution authority for banks and insurance undertakings, the ACPR[1]. Prior to this, Mr Laboureix served as Board Member at the SRB between 2015 and 2019 and has also held a number of regulatory positions at national level.

The SRB is the EU agency tasked with planning for and managing bank failures, with minimum impact on the wider economy and public funds. With the national resolution authorities, it forms the Single Resolution Mechanism, which is the second pillar of the Banking Union set up in the wake of the financial crisis. The SRB started its operations in 2015 and Mr Laboureix will be its second Chair.

Speaking from Paris in the wake of his appointment, Mr Laboureix said: ‘I am honoured to take up the challenge of leading Europe’s central resolution authority and I look forward to building further and developing all that has been achieved to date, working closely with the 21 national resolution authorities, EU institutions and, of course, the banking sector, to ensure stability in the banking system during these uncertain times – without having to rely on the public purse.’

Meanwhile, Tuija Taos, the Director-General of the Finnish national resolution authority, the  RVV[2], will join the SRB in March next year as Director for Resolution Planning and Decision, when Bostjan Jazbec’s mandate comes to an end. Speaking in Helsinki, Ms Taos said: ‘I look forward to taking up duties at the SRB in the spring. I will take the experience gained at national level and as a member of the SRB’s Plenary Session to help strengthen the resolvability of banks right across the Banking Union.’

Welcoming the appointments, the outgoing SRB Chair, Elke König, said ‘The successful candidates bring with them a wealth of experience and will no doubt bring new ideas to the SRB. I am confident that the SRB will go from strength to strength thanks to these new appointments, and I wish both Dominique and Tuija every success in their new roles, and thank Boštjan for all of his work and achievements’.
