David is a partner of Monitor Deloitte, leading the Regulatory Strategy practice in the financial sector in Spain. He is a member of the European Centre for Regulatory Strategy in London and the Banking Union Centre in Frankfurt. David is a recognized expert in bank regulation and bank restructurings, including the design of resolution schemes and competition-related matters in the financial services industry. Before joining Monitor Deloitte, David was the Director General of the Spanish Bankers' Association and a member of the Executive Committee of the European Banking Federation (EBF). From 2009 to 2014, David was a member of the European Commission's Financial Crisis Task, for the restructuring and resolution of European banks that required financial assistance from the European governments. From 2001 to 2009, David held various positions at the Bank including Head of European Affairs from 2006-2009. David works on matters connected to the new digital and data economy such crypto currencies, CDBCs, blockchain, Digital Market Act and Open Finance.
