Alessandro Gullo

Alessandro Gullo is Assistant General Counsel at the Legal Department of the International Monetary Fund, where he is leading the Financial and Fiscal Law Division, advising on monetary, financial and fiscal law reforms in IMF’s member countries. In his tenure at the IMF, Mr. Gullo has been extensively involved in advising IMF member countries on legal reforms to their financial and fiscal law frameworks in the context of IMF financial assistance programs, financial sector assessment programs, and technical assistance projects.

During the global financial crisis, Mr. Gullo steered the legal reform agenda on bank resolution, recapitalization and crisis management frameworks in several EU countries, as well as the IMF’s advice on the legal design of the EU banking union. In the context of the IMF’s country advice, he has authored several papers on bank resolution, financial safety nets and crisis management frameworks (for, among others, the U.S., Brazil, Colombia, Luxembourg, Georgia, Serbia, and Lebanon), as well as on governance arrangements in the financial sector (such as for Spain).

Mr. Gullo served in various committees of international organizations (FSB, UNIDROIT) contributing to international standards, particularly on the resolution and insolvency framework for financial institutions. His publications on banking and fiscal law matters delve on topics such as the legal reforms adopted by countries in response to the pandemic crisis, the legal design of resolution regimes, central clearing counterparties and fiscal governance.

Before joining the IMF in 2008, he worked for international law firms, in Europe and in the United States, advising on banking and financial law and public sector financing. He holds a LL.M. (Master of Laws) with distinction from Georgetown University and a law degree from the University La Sapienza, Rome. He is admitted to the New York and the Italian Bar.
