Public register of documents

SRB documents are made available through the Public Register of Documents in accordance with EU laws on transparency.

Under Article 15 of the Treaty on the Functioning of the European Union, citizens and residents of EU countries have a right of access to documents of the European Parliament, the Council and the Commission. Regulation (EC) No 1049/2001 on public access to European Parliament, Council and Commission documents sets out the general principles governing this right of access and the limits to it. Based on Article 90 of the Single Resolution Mechanism Regulation, Regulation (EC) No 1049/2001 shall also apply to documents held by the SRB. The practical measures for its application are laid down in the SRB's Public Access Decision (SRB/EES/2017/01).

To help citizens exercise this right effectively, it follows from Regulation (EC) No 1049/2001 and the SRB’s Public Access Decision that the SRB shall provide public access to an online register of documents. This is why the SRB has set up this Public Register of Documents.

When direct access is not given through the Public Register of Documents, citizens can apply for access to a document, in any written form, in one of the official languages of the European Union. Any such request shall be addressed to the SRB’s Secretariat via email: SRB-Access-To-Documents [a] srb.europa.eu (SRB-Access-To-Documents[at]srb[dot]europa[dot]eu).

The right of access is clearly not restricted to the documents in this register alone. Please note that it is possible to refuse access to documents which, if disclosed, could harm public or private interests protected under the list of exceptions set out in Article 4 of Regulation (EC) No 1049/2001 and the SRB’s Public Access Decision.
